Because Okommerce is multi-country and multi-currency, this initial locale is the starting point rather than a hard limit — additional countries (each potentially with its own URL and currency) and additional languages can be added later. Setting locale at setup ensures the storefront, admin, pricing, and customer communications start in the right language(s) and currency from the first day.
